The new trade deal with Canada would set more stringent requirements for the percentage of a car's parts that have to come from the U.S., Canada or Mexico in order to qualify for duty-free export to the U.S. It also stipulates that 40-45 percent of an auto's content would have to be made by workers earning at least $16 per hour.
