A St. Clair County man found Monday with a weapon and drugs in Washington Township after reportedly behaving suspiciously has been charged, officials said.

Jessie Webber, 21, of Allenton, was arraigned Tuesday in 42-1 District Court in Romeo on a charge of carrying a concealed weapon, a five-year felony; two counts of delivery/manufacture of a controlled substance, a four-year felony; and the prohibited use of chemical agents, a 93-day misdemeanor, according to the Macomb County Sheriff's Office.

A judge set Webber's bond at $7,500 and scheduled his next hearing for May 7.

Webber remains at the Macomb County Jail.

Court records did not list an attorney representing him.

Sheriff's deputies were called at about 7:45 p.m. to a location on Seven Lakes Drive in Washington Township for a report of a suspicious man walking around the neighborhood and loitering in a Porta Pottie, authorities said.

The caller told dispatchers the man was walking around with multiple bags and acting unusual.

Deputies arrived and found the suspect talking to a resident of the area. Officials said the suspect appeared unsteady on his feet.

After learning his identity, the suspect told deputies he was working in the subdivision for a contractor and waiting for a ride, officials said.

Police said during questioning, Webber told them he had "whippets," small containers of nitrous oxide used as inhalants, in the Porta Pottie.

Deputies searched Webber and his backpack. The officers found numerous pills packaged "in a manner common for distribution" on his person, according to investigators.

Police found a large kitchen knife and .40 caliber bullets in his backpack. In addition, they found 15 credit cards on him with different names on them.

He was arrested without incident and taken to the county jail.
